how do i disable cyberlink powerdvd 12 on windows 10

when i try to play a dvd with cyberlink power dvd 12 it says cyberlink is already running and that i need to close it before it can play. I tried to close it and same message came up. i tried to uninstall it and again it said that cyberlink was already running and i had to close it in order to uninstall it. how do i  disable it so i can watch dvd's with it again?

Here is the "HP Software and Driver Downloads" for the computer.  I suggest that you download the appropriate version of "CyberLink Power Media Player from the "Software-Multimedia" section and install it.  This may solve your problem.
