language problem. probably because of location settings?

I am in the military stationed in japan and i purchased a laptop here. the keyboard is in english and so is the language however some software is in Japanese and most internet searches are as well. I believe that this problem is because of location settings and ive tried to change it manually on edge and my laptop but nothing has done the job
