What do you mean by syncing? Are you using a tool to transfer files?
If the icon on your 2017 points or references licensed software (Office, Nero, Acronis, Adobe, MDcAfee, etc.) then that software must be installed first.
One would uninstall the licensed application or "delete" it at the website, and then download it on the new system.
If you attempt to copy 3rd party such as "Free stuff" from the 2017 system it may conflict with the new system.
if by "syncing" you mean Edge and Chrome bookmarks, password lists, etc. then you need to sign in using same username password.
