My PC is back to factory defaults which has Internet Explorer. I've downloaded and set Google Chrome as my default web browser, but it's still trying to use IE, which won't display most webpages. How do I get rid of IE so my PC will use GC or a more current browser?

Please upgrade to window 10 64 bit.

If you reset your system back to default you will have difficulty obtaining modules needed to run many applications as they are no longer on any of the Microsoft servers. If you do not like windows 10 then Mint is an excellent OS. https://www.linuxmint.com/download.php
