@Amo981 -- runs fast

Do you mean that you hear much more noise from the fan on top of the processor, because the fan is spinning faster, with more noise, because the processor is working harder than normal, and generating more heat, and the fan is trying harder to keep the processor cool?

Yes, In Task Manager I can see the CPU usage going up and then the fan kicks in.

Perfectly normal.

Which "process" is consuming the largest percentage of the CPU's power?

Compare to driving your automobile up a steep hill -- your vehicle's engine works harder, and makes more noise, and the temperature of the coolant increases.

On my old Hp630 I never heard the fan spin up when running 4k Video.

Process using high CPU is Microsoft Edge.

Also Desk Top Manager always seems to consume around 4MB of memory.

Thanks

@Amo981 -- using 4 MB out of a total of 2 GB (or 4 GB) is not unreasonable.

Either switch back to the older/quieter computer, or accept the fact that Edge is consuming a lot of the CPU's resources to generate 4K output.

4mb out of 32mb I have installed.

Why would a newer Workstation that is much more powerful (i7 10700), be more noisy, I would have thought a bigger processor would consume tasks with less effort.

Old PC was a i5 7th Gen.

Hello
Let's take your little car back, you bought a Formula 1
Seriously, it is sort of normal that if the computer, is stressed, that the fan, turns faster, in order to remove the heat, but the user, should not be bothered by an airplane taking off.
This may heat up more, as the processor may be more powerful, but the ventilation system may not be ideal.
If the device is not in too confined a place, it is quite a distance away, and you have this problem, there may not be much you can do to alleviate it.
If it's too boring I would recommend returning it to the store instead.

32 MB

Really?  Sticks of RAM  for the Intel 486-series of computers were 1 MB, 2 MB, or 4 MB.

Sticks of RAM, such as "PC2100" have 256 MB or more.

My current Intel i5 system has 8192 MB (often written as "8 GB") of RAM.
