I bought this product because it was a touchscreen device.
Its touchscreen is not working. I cannot find any touchscreen driver anywhere in the Device Manager.
The properties section of "Tell me about my pc" says that my device has no pen or touch input. But it reports (and it says on the box) that it's a 27-p041 Signature Edition. It is a touchscreen All-In-One.
How can I enable touchscreen capability?
Would it help if I could roll back to Windows 8.1? Because I really want to do that anyway.

As I understand, the touchscreen is not working,
No worries, as I'll be glad to help you, that said, I'll need a few more details to dissect your concern & provide an accurate solution:
When was the last time it worked fine?
Were there any hardware/software changes made?
Which operating system came installed on your PC?
Have you tried any troubleshooting steps?
Let's try these steps to resolve the issue:
Update drivers and software with Windows Update (Windows 10)
Use Windows Update to install the latest software and hardware drivers from Microsoft for your computer.

Search Windows for ‘update’, then click Windows Update in the results.

Click one of the following options, if presented, on the Windows Update window:
- If updates are available to download, click Install now.
- If no updates are currently listed, click Check for updates, then click Install now after Windows detects available updates.
Hardware and Sound troubleshooting tool
Use these tools to identify and fix hardware devices, such as touchscreens. Select Hardware and Devices under the Device section and follow the prompts on screen. Click here for instructions on how to open the troubleshooting tools.
Perform a hard reset (All-in-Ones and Desktops)
Many startup errors and other problems can be resolved by a hard reset, which decreases the amount of power stored in hardware components.

Shut down the computer, then disconnect the power cord from the rear of the computer.

Press and hold down the power button for at least 10 seconds, then release it. The power light indicator might turn on briefly then go out.

Reconnect the power cord, then turn on the computer to confirm if the issue is resolved.
Update the BIOS (Desktop and All-in-One PCs): Click here
Run HP PC UEFI Hardware Diagnostics Component test (F2) for the touchscreen

Restart the computer and repeatedly press the F2 key when the computer starts to open the HP Hardware Diagnostics (UEFI).

Select Component Tests from the main menu.

Select Touch Screen.
- Click** Run Once**.
Quick interactive functional test runs in order to determine if the touchscreen is functioning correctly.
Perform a recovery of Windows
If the touchscreen issue was not resolved in the previous steps, go to Performing an HP System Recovery to continue troubleshooting.

FYI: If you have "ghost touches" with your touch screen, like I did on my AIO HP 27 Envy, open the back case and unplug the TP USB cable. It will disable the display touch screen capability.
Note:
The remove the case you have to rotate two crews left until you hear a click (very cheap and strange size philips screws)
Remove the inside cover, there few screws, then look for a cable going into the motherboard labeled TP USB, shouuld be in the middle toward the top of the display.
