The video chip appears to be dead. I want to add a new video card. All the instructions say to uninstall all the Radeon drivers etc, but I can't do that because I have no video. What to do?

Hi:
Your PC won't support any new graphics cards, so you would have to buy a used but tested and working card on eBay.
I recommend the AMD Radeon HD 6450 which should be very inexpensive, and the Dell branded models should work fine.
You need one with the standard size mounting bracket, not the low-profile bracket.
The difference would look like this...
Standard mounting bracket:
AMD ATI Radeon HD 6450 1GB DDR3 SDRAM PCI Express 2.1 x16 Video Card | eBay
Low Profile mounting bracket: Notice that the top of the bracket does not extend very much past the card body.
You won't have the option of uninstalling the existing graphics drivers, so hopefully, you won't run into any issues there.
Worst case scenario is after you install the card and the drivers won't install, you can reinstall W10 and start fresh.
W10 will automatically install the graphics drivers for the AMD Radeon HD 6450 after you are connected to the internet.
