If you have a mouse with a scroll-wheel between the left-button and the right-button, if you press on the wheel, does it "click" and stay locked-down?  If so, and if you have locked it down, then physically moving the mouse, without touching the left/wheel/right buttons, will "scroll" the current window.

Simply click on the wheel to stop using this "auto-scroll" feature of Windows.

how to enable TPM my pc facing problem to enable.

Try this:

  1. Hold-down the "Windows" key (bottom-left of your keyboard).
  2. Tap the "R" key.
  3. Release the Windows key.
  4. Into the small window, type  TPM.MSC   and press ENTER.
  5. A window will open, telling you the TPM status, e.g., "not found" or "disabled" or other details.
  6. If it shows "disabled", restart your computer, and enter BIOS SETUP, to see if you can "enable" TPM.

Tell us what you see in #5, above.
