Greetings!

Welcome to HP Forums. This is a great place to get support, find answers and tips to your technical queries. I have reviewed your post and I understand, there is an issue with the picture/ video quality of the webcam.

Don't worry I'm here to help. To better assist you -

1) What's the exact model name of the computer?
2) Have you attempted any steps on your own before posting on the HP Forums?
3) When was the last time it worked without these issues?

In the meantime, let's try these steps -

1) In Windows, search for and open Device Manager.
2) Expand the Imaging Devices.
3) Right-click on the HP Webcam and select Uninstall.
4) Confirm the uninstallation.
5) Restart the computer to reinstall the Webcam driver.

If the issue still persists, please try updating the computer -

Step 1 Run Windows Updates troubleshooter from this link.

Step 2 Windows Updates -
1) In the search box, type
and open Windows Updates.
2) Check for updates.
3) If the updates are available, click on install and restart the computer.

Step 3 HP Support Assistant Updates -
1) In the search box, type
and open HP Support Assistant.
2) Check for updates.
3) If the updates are available, click on install and restart the computer.

For more information, please refer to this document.

Let me know how that goes.
