PC: HP ProDesk 400 G4 Microtower
Monitor: HP 22ER 21.5" Monitor
The recommended resolution for this monitor is 2048x1152 but every time I change it the screen goes to black and displays this message:
Input Signal out of Range !
Current Mode:
H = 72.4kHz, V = 60Hz
Change Mode to:
1920x1080 60Hz
Display going to sleep in 30 seconds.
I looked online and saw people recommend changing the refresh rate. When I go to do that I see there is only one option of 60Hz:
Even then I don't understand why the monitor isn't able to display the correct resolution because the 2048x1152 is also 60Hz:
I need a fix for this issue as 1920x1080 does not look good on such a large monitor.
The second issue is with screen bleeding. To give an example, text on screen seems to smear to the right - especially the corners and edges of images. This suddenly appeared when changing screen resolutions.
I use a VGA to VGA cable and have factory resetted the monitor and have adjusted the cable many times to no effect. How do I fix this?

@Mir_Jafar, welcome to the forum.
The first thing that I noticed is your monitor is shown as a Generic Non-PnP Monitor in the settings. You should install the latest driver for the monitor here. It is in the section titled "Driver-Display / Monitor. This will possibly increase performance.
According to the specifications of the monitor here, the recommended resolution is 1920 x 1080 (Full HD). Also, here is the Troubleshooting section for the monitor. Take a look at the section titled "Display Quality Issues". It will help you troubleshoot the screen bleeding.
You have the monitor connected using VGA which is Analog. To get the best picture quality you will have to connect it using HDMI which is Digital.

After a lot of effort (had to get the disk again) I changed the driver so that device manager shows HP 22e Display for my Monitors. Thank you for letting me know about the recommended resolution, Windows kept telling me that it should be 2048x1152 which confused me.
The screen bleeding / fuzzy text isn't fixed. The Display Quality Issues mainly talk about having the display set to a wrong resolution, but it's 1920x1080 now and it doesn't help. I'd like to use HDMI but my PC does not have an HDMI port, just VGA. I guess I'll have to go see if I can find a converter and report whether or not that improves results.
I found a "HP VGA Auto-Adjustment Pattern" utility in the driver link you sent which said it would fix "Ghosting, streaking, or shadowing effects" when using a VGA cable. It didn't work either, if anything it created a few problems in terms of moving the screen too far down vertically at one point.
If none of these work, I'll have to contact the shop I bought it from for warranty.

If the problem isn't solved, I would definitely talk to the shop where you bought it. Who knows, they may have a solution when they look at it. It is much easier to troubleshoot a problem when you are sitting in front of the device.
