Question: Is it working ok and only fails with windows?
Did this happen recently?
I assume your system works ok, you can press ESC and run diagnostics and get into the BIOS.
If display flashes but system seems to be OK then the video signal out of the computer is the wrong resolution or the refresh rate is not compatible or both. Alternately there is a problem with the motherboard.
According to the motherboard description you have only a single HDMI connector. You can try another cable or try connecting the cable to a TV or another monitor.
Alternately - Find, borrow or make a DVD or USB flash drive with windows 10 and boot it up and select "safe" mode.
If you can start windows in safe mode and it works then you can look a device manager for errors and / or set the resolution of the display to 800x600 and "apply" it so that when you boot up it will use the failsafe resolution.
