HP Pavilion Desktop - TP01-0070

I HAVE A DESKTOP HP MODEL TP01-0070 WINDOWS 10 9TH GENERATION INTEL CORE i7-9700 PROCESSOR

START MENU KEEPS POPPING UP. I'VE RESTARTED THE COMPUTER, SCANNED FOR VIRUSES, AND RUN AN UPDATE. NOTHING STOPPED THE CONSTANT POPPING OF THE START MENU. ALSO, WHEN USING THE KEYBOARD TO TYPE IN GOOGLE SEARCH BAR OR EVEN TRYING TO TYPE AN ESSAY IN WORD, THE KEYS ARE NOT MATCHING. IF I CLICK "R'' IT OPENS RUN "U" OPENS SETTINGS. I CAN'T TYPE A WORD OR ANYTHING. HOW DO I FIX THIS?? THANKS IN ADVANCE!
