Operating System: Microsoft Windows 10 (64-bit)

I have an ELmo document camera that has VGA output that when I am teaching in person goes to a projector. I wish for the document camera to send the output to my computer so I can then transmit over the internet. Will a VGA to hdmi cable take VGA output and have hdmi as input --- all the descriptions I read speak of hdmi output to VGA input....
