I have a HP Chromebook 14 that’s barely been used and one day I tried to turn it on and the screen just stayed very dim, no matter if I tried to turn the brightness up or down. You can slightly see the screen if you look really hard but I don’t know how to fix it.

@hv_penick7 -- laptop screens have either an "inverter" or a "back-light" to effect the brightness of the screen.  It seems that you have had a failure. A good computer technician can try to order/replace the inverter/backlight. Such a repair is not something that you want to try, since you seem to be asking "how to do it", i.e., that you don't have the skills to disassemble/repair/reassemble your laptop.  Search on Youtube for a "disassembly" or "repair" video for your explicit model-number, to evaluate the complexity of the task.

 

Definitely, you do not need to purchase a new laptop.
