My graphics driver UI has stopped working. I am trying to follow troubleshooting tips to do a fresh install of the drivers. Updating them does nothing but give me an error code 207 which as best I can tell is for an XBox install error and this is a pc. To do a fresh driver install I need to enter safe mode, uninstall the drivers then install fresh, but I cannot get into safe mode by any steps I have tried. Restart/shift, F1, F2, F4, F8 on startup gets me nowhere. Help?

Welcome to HP Support Community.
Thank you for posting your query, I will be glad to help you.
If your HP laptop isn't entering Safe Mode using the usual methods, try these alternative ways to boot into Safe Mode and proceed with reinstalling your graphics drivers:
Method 1: Force Windows to Enter Recovery Mode
Since none of the shortcut keys are working, try forcing Windows into Advanced Startup Options using these steps:
Force a Hard Shut Down
- Hold the power button for 10-15 seconds until the laptop turns off.
- Turn it on and immediately force a shutdown again.
- Repeat this process 3 times (this triggers Windows Recovery).
Boot into Advanced Options
- On the 4th boot, Windows should show "Preparing Automatic Repair."
- Click Advanced options > Troubleshoot > Advanced options > Startup Settings.
- Click Restart, then press 4 or F4 to boot into Safe Mode.
- If you need Safe Mode with Networking (to download drivers), press 5 or F5.
Method 2: Use Windows Settings (If You Can Access Windows)
If your system is still somewhat functional:
- Press Win + I to open Settings.
- Go to Update & Security > Recovery.
- Under Advanced Startup, click Restart now.
- Once in the recovery menu, follow:
- Troubleshoot > Advanced Options > Startup Settings > Restart
- Select 4 or F4 for Safe Mode.
Next Steps: Fresh Install of Graphics Drivers
Once in Safe Mode:
Uninstall the Graphics Drivers
- Open Device Manager (Win + X > Device Manager).
- Expand Display adapters.
- Right-click your GPU (AMD/Nvidia) > Uninstall device.
- Check Delete the driver software for this device if available.
- Restart the laptop.
Install Fresh Drivers
- Download the latest drivers from your GPU manufacturer’s website (AMD/Nvidia).
- Install them and restart your system.
I hope this helps.
Take care and have a good day.
