Hello, I have a HP 15-e3000 Laptop with 16 GB of ram (8x2), CPU is Ryzen 5 5650 U
I have this issue where my games lag randomly for 10-30 seconds. This happens randomly, then after 10-30 seconds, the framerate returns.
I downloaded Afterburner in order to determine which of the devices are bottlenecking or which components are high temps.
I noticed that my GPU frequency gets stuck to 200MHz for the 30 seconds of the freezing, then when it's over, it goes back to around 1000+MHz. The GPU is only 50-70% in use when I'm playing (valorant), and the temperature is only at 60C.
What do I do in order to fix this? This is really frustrating as I use this laptop also for work, and it also lags suddenly.
I have the latest drivers installed (thru the HP website drivers download)

Also running on the latest BIOS update (10/24/2022)
This laptop also doesn't have any other power plans, only the Balanced mode. Already tried doing the code thing that is pasted on the CMD to add a powerplan.

UPDATE: Did some tests while playing, I noticed that in the Afterburner display it says that I'm using 100% of my CPU and only 200Mhz of my GPU frequency when the lag spike happens. I had my Task Manager tab opened in the statistics section, it says I'm not utilizing my CPU 100%? My CPU temps are around 50-60c and my GPU temps are 60c. Please help me
