Major problems with touch screen !.... ghost bubbles in bottom left corner are so bad I can’t even sign in the desktop to get to the point where I can turn it off. Tried safe mode didn’t work....tried to access a restore date because I just found my computer hasn’t saved any recovery points. Turned it off before but after the system update I guess it reset the computer and turned it back on.... I need help currently losing the war in my home vs my wife’s MAC computer

To provide you with an accurate solution, I'll need a few more details:
Did this happen after a recent software update?
Have you checked if the touchscreen works fine in Bios?
In the meantime, let's try these steps here: Many startup errors and other problems can be resolved by decreasing the amount of power stored in hardware components. Decreasing stored power is sometimes referred to as a "Hard Reset". Use the following steps to perform a hard reset on a computer:

Many startup errors and other problems can be resolved by decreasing the amount of power stored in hardware components. Decreasing stored power is sometimes referred to as a "Hard Reset". Use the following steps to perform a hard reset on a computer:
If Windows is open, click Start and then Shutdown.
If Windows is not open and the computer has power, press and hold the power button on the computer until the computer shuts off.
With the power off, disconnect the power cord from the back of the computer.
With the power off and the power cord disconnected, press the power button on the computer for 5 seconds. The power light indicator on or near the power button might turn on briefly but then go out.
Reconnect the power cord and turn on the power.
I would recommend you to check if the Touchscreen is responding on the BIOS by restarting the computer and tapping on the F10 key to gain access to the same (note that it's a confirmed hardware failure if the touch doesn't respond on BIOS) and you will need to contact the HP Phone support to set up a repair service (Free, if the computer is within the hp warranty).
If it works on bios, please click here to resolve any software issues.

The Ghost bubbles were solved by the hard reset. The hard reset allowed me to go to the Device Manager and disable the touch screen function on the all-in-one.
I need to be able to diable the hardware for touch as the next time Windows updates the Ghost Bubbles will reappear.
