I want to use the second HDMI port on my PC, I removed the little black cap covering the port. I plunged in my HDMI cable and connected it to my second monitor. I went on Detect Monitor and it was unable to find the monitor. I checked the cable and monitor and they both work fine. Please can someone help me find out what the problem is with that HDMI port.

That port is NOT available that why it has a black cap. It is from iGPU and your machine probably has an dedicated video card that why it is DISABLED with a black cap.
