HP 32f monitor
Mac OS X 10.10 Yosemite

I was changing OS from Catalina back to Mojave, Macbook air is 5 years old, last OS before

I upgraded to Catalina was Yosemite, I removed Catalina, added Yosemite, and planned to

continue on to the Mojave OS.

After doing all of this, when I tried to turn monitor back on, screen is full of static and lines, I can;t

get the screen controls to clear up the picture. I hope I didn't burn out the screen.

I see that you have issues with the display, let us try to isolate and resolve the issue.

 

Follow the steps from the document HP and Compaq Flat Panel Displays - Display Quality Issues. The document has steps mainly for windows OS however it has links provided for the hardware manufacturer's website which will help you.
