Every time I start my computer I receive a message from HP with a download for a critical update for display control. I download the .exe file, run it but the download does not appear to execute the final step. Frustrating...
Can HP advise me what is wrong?

Users report that new update fails. Ignore or disable, Open Task Manager (Ctrl+Shift+Esc), go to Startup tab, find "HP Display Control" or "HPDC_Service", disable it, then restart. This stops popups without losing functionality. You can check it again after sometime when newer version available whenever you want by opening hp app.
