Intel released a new graphic driver for integrated Intel® 7th-10th Gen Processor Graphics 31.0.101.2127 a while back, initial installation works fine, but after a reboot/running Windows Update the driver is automatically downgraded using the to the HP specific (OEM) driver (31.0.101.2115 Rev.A) via Windows Update

Please contact HP customer support for assistance regarding your request for HP to release more recent drivers.

You can easily solve the problem you have with the new graphics driver being overwritten by the old one from Windows Update.
Reinstall the driver from Intel and then immediately run the Microsoft Hide Windows Update utility that I zipped up and attached below.
The utility should find the Intel graphics driver update pending to reinstall.
Check the box to hide the update.
The utility will run again and report the problem is 'Fixed.'
Restart the PC and you should no longer be bothered with that issue.
