HP 3500 Series Tower Dual Core

Good Day, Please help i don't know what to do. I had this Tower HP PRO 3500 Series dual core and i wanted to install Win 11 and it failed. I then decided to install Win 10. Earlier before i had changed Overclocking in settings and when i managed to log in once i reset all settings to default int that same section. Now i managed to install win 10 but when it reboots the screen shows VGA inactive nothing is coming. I tried Bios Reset with jumpers and taking off CMOS battery for 30 mins  and back but nothing. I am really stuck please help. I was also changing hdd and replaced with SSD 500Gig. Monitor is saying  VGA inactive check signal.  Win 10 is on the new ssd with everything on it. its all Black Screen. Looks like i lost BIOS. Can it be recovered through jumper or software incase i manage to log in again. Please help
