Thank you for posting on the HP Support Community.

  • When was the last time it worked without these issues?
  • Have you updated Graphics and Chipset drivers?

let’s try these steps to resolve the problem:

I recommend you attempt to access the BIOS screen by tapping on F10 while the computer is restarting,

If the issue persists in the BIOS screen which is outside windows, it would confirm a hardware failure.

Workaround for best analog output:

  1. Download and install the latest graphics card driver from the HP Software and Drivers page.

  2. Set the desktop resolution to match the monitor native resolution. For more information, see HP Flat Panel Monitors - Changing the Screen Resolution.

  3. Set the refresh rate to 60 Hz.

  4. Download and install a monitor utility, such as the HP Display Assistant Utility. This utility provides a simple walkthrough procedure for setting up an analog display.

  5. Adjust the monitor's analog clock and phase to match the graphics mode with the auto-adjust function. For finer adjustments, use Image Control under the OSD Menu. Refer to the monitor User Guide for more information.

Hope this helps! Keep me posted for further assistance.
