About a All in one PC. Model Pavilion 21. A snag in the monitor. The lower two third of the screen is obscured by vertical lines and not accessible using mouse. Is it a monitor problem or any other issue and if so any suggestions to recover it. Incidentally I tried to reset the BIOS for 'legacy boot', but the four digit code is now masked by the faulty section of monitor. So I am unable to boot windows. This can potentially forbid me from connecting a second monitor through the USB port using a usb to vga adapter. Any help is appreciated.

Based on your description, it looks like the display issue is there in the BIOS screen as well which confirms a hardware issue.
I recommend you contact support and check the available service options for your computer.
Here is how you can get in touch with support.
1)Click on this link – www.hp.com/contacthp/
2)Select the product type.
3)Enter the serial number of your device or select let HP detect your product option.
4)Select the country from the drop-down.
5)You should see the HP phone support number or Chat option listed.
