HP Pro 3400 Microtower PC
Hello, I am having a problem with my computer. I am installing a graphics card and I cannot pass the logo during startup.

That symptom is usually caused by the graphics card and the BIOS not supporting the card type.  An HP PC's needs a 8.** BIOS version to use any NVidia card of the series in the 750 range.  They (graphics card manufacturers) did make some cards to be compatible with the 7.** BIOS by means of a switch.  If you are considering one of those NVidia cards, be sure to do the research to find one.

Next is the power supply wattage.  Be sure the power supply can support the graphics card needs.  The HP Pro 3400 Microtower PC has a300w power supply.
