I want to know how to connect my SCEPTRE monitor to my HP All in One desktop, and my all in one only has an hdmi out port.

What other video-input sockets does your monitor have?
If the monitor has DVI input, you may purchase & use a cable that has a HDMI connector at one end, and a DVI connector at the other end.

Model: HP 24-inch All-in-One Desktop Computer, AMD Athlon Silver 3050U Processor, 8 GB RAM, 256 GB SSD, Windows 10 Home (24-dd0010, White)
It has an hdmi out port. That is the only one.

What video-input ports does your MONITOR have? VGA? DVI? HDMI? DisplayPort?
It should be possible to purchase a "hybrid" cable -- connect its HDMI-connector to your computer, and connect the non-HDMI-connector to your monitor.

- Supported HDMI Signals Up to 1920 x 1080 @ 75Hz; 1080/60p, 1080/60i, 720p, 480p, 480i
- 3.5mm Auxiliary Input Jack 3.5mm Mini-Jack for VGA
- Supported VGA Signals Up to 1920 x 1080 @ 75Hz; 1080/60p, 1080/60i, 720p, 480p, 480i
- VGA (# of Ports) 1 x VGA Port
- 3.5mm Headphone Jack (Output) 3.5mm Mini-Jack Audio Out
So, use any HDMI-to-HDMI cable, and use the monitor's OSD (On Screen Display) to get the monitor to "listen" to one of the two HDMI-input ports, not to the VGA-input port.
With that "auxiliary input" port, you can use the monitor's speakers, instead of your computer's speakers.
With that "headphone jack", you can use a sound-bar, rather than the monitor's speakers.

Once the monitor is connected, hold-down the "Windows" key (bottom-left of your keyboard) and tap once on the "P" key.]
