You can reinstall W10 for free by making a bootable USB installation flash drive with the Microsoft media creation tool from the link below:
Download Windows 10 (microsoft.com)
After W10 has completed installing, you can install the drivers and available software from your PC's support page.

That I don't know.
You would make the W10 installation media on another PC.
Then plug the USB flash drive in the PC.
Turn it on or restart it.
Immediately tap the ESC key to get the menu of options.
Select the F9 boot options menu and from that, select the USB flash drive and press the Enter key.
The PC should boot from the flash drive and load the Windows installation files.
