I appreciate your feedback. I apologize if it came off nasty. I feel I have sufficiently ruled out the HDMI cable being the problem.

 

I have tried two different HDMI cables. Each of those two HDMI cables work when plugged into something other than a computer (e.g. my Roku device). In fact, I just borrowed a third HDMI cable and that is not helping the problem either.

Do you have access to a TV with HDMI input?

What happens if you connect one of your laptops to that TV, and set your TV to "listen" to the HDMI-stream?

Try each of the HDMI cables that you have.

 

On your laptop, does the Windows Device Manager now indicate more than one "Display" ?

Does that "Windows-P" now show options for "duplicate" and "extend" ?

Do you see the Windows wallpaper on your TV?

My laptop immediately connected to the TV through the HDMI cable and I could see my laptop screen on the TV.

I hit WINDOWS-P and I tried "duplicate" and "extend" and they each worked.

Congratulations for finding a "bypass", namely to replace your monitor, since it is not compatible with your laptops.

 

Maybe, if the monitor has the OSD (On Screen Display) buttons, try resetting the monitor to "factory default", and then try to connect it to your laptops, before "retiring" it.

Surprise solution: I found an HDMI-to-DVI cable. I plugged the HDMI into my laptop; the DVI into the monitor and it worked immediately.
