I don't know anything about Chrome OS - it does look like you might be (accidentally) clicking on the F12 key and opening the page information for (example) the website on your browser.
If this is what is happening, the operation is a toggle - click F12 again to make the "side hub" vanish.

The description does look like a keystroke that is opening the developer information.webpage - maybe a different key or set of keystrokes?

For example , the User Guide for HP Chromebook 14 G5 directs the user to this shortcut document
In section Page and web browser, find the various shortcut / keystroke combinations to perform different actions.
Examples

Admittedly, some of these keystrokes are not likely struck by accident - there may be something else, and / or the name of the "side hub" information is different from what I believe it to be. (Very possible.)

If I could just show u that it happens without even touching the computer it my be easier to comprehend but it is messing up my clicking. It makes the mouse right click on both sides of the pads, it turns up the volume when it appears and also types random letters if I'm not in chrome

My assumption was that you are in some way invoking the panel by clicking, touching, or otherwise engaging the panel behavior. The issue you describe is a long ways from simply opening the web developer panel on the ride side of the web browser.
I am not sufficiently familiar with ChromeOS to answer the question.
Please start a new thread either here or even at a ChromeOS forum - ask the question.
If I see your new question here in the Community I will not answer - we have found that I cannot help you.
