Hello. So my monitor goes into to standby when I turn on my PC. I have ruled out the following as the cause of the problem:

the monitor 

the cables

the graphics card

the ram

All Of the HP help suggestions require a working display for not working display errors (the irony) and I am at a loss. The PC was working fine previously and now it turns on, everything seems to be working as it was inside, but no display on my monitor. It makes no difference is I try to boot in safe mode or any of the other f key options on boot up. Has anyone experienced this before?

Thank you for posting your query, I will be glad to help you. 
Since you've already ruled out the monitor, cables, GPU, and RAM, here are some additional troubleshooting steps to try:

Clear CMOS (BIOS Reset)

A corrupt BIOS setting can cause a no-display issue. Try the following:

Method 1 (Using the Clear CMOS Button)

  • Power off the PC and unplug it.
  • Locate the CMOS Clear button on the motherboard (usually labeled CLR CMOS).
  • Press and hold the button for about 10–15 seconds.
  • Reconnect power and turn on the PC.

Method 2 (Removing the CMOS Battery)

  • Turn off and unplug your PC.
  • Open the case and locate the CMOS battery (a coin-cell battery on the motherboard).
  • Remove it for about 5–10 minutes.
  • Reinsert the battery, plug in the PC, and turn it on.

Check for POST Beeps or LED Codes

  • If your PC has an internal speaker, listen for beep codes when powering on.
  • If there are any flashing LEDs on the motherboard, refer to HP's documentation for error codes.

Try a Different Display Output

  • If you were using DisplayPort, try HDMI instead (and vice versa).
  • If your motherboard has an integrated HDMI port, connect the monitor there and remove the GPU (temporarily) to check if it boots using integrated graphics.

Reseat and Check GPU Slot

  • Power off the PC and reseat the GPU in the PCIe slot.
  • Try a different PCIe slot if available.
  • Test the GPU in another PC if possible.

Power Supply Issues

If the PSU is failing, it may not be delivering enough power to the GPU, causing a no-display issue.

  • Try a different power cable for the GPU.
  • Check if the PSU fan is spinning.
  • If you have a spare PSU, test with that.

Faulty Motherboard or CPU

  • If none of the above steps work, the issue could be with the motherboard or CPU.
  • Check for any burn marks or damage on the motherboard.
  • If you have a spare CPU or can test your CPU in another system, that would help rule it out.
