Not all the time, but often enough to be a nuisance I find that on starting up my PC, OSDManager.exe is hogging the CPU (anywhere from 60% up to 99%). Is there a newer version of OSDManager.exe that I can download and install that fixes this problem?

Thank you for showing your interest in HP Support Forums. It is a great place to find the help you need, from other users, HP experts, and other support personnel. I understand your computer has been having issues with increased & constant CPU usage.
I have a few questions and depending on your answer i could provide an accurate solution:
Have you attempted to start in Safe Mode to check the difference?
Have you done a BIOS reset?
Have you attempted a disk defragmentation?
Have you attempted a disk cleanup?
Is the PC Warmer than Normal?
Have you tried Testing for hardware failures?

To remove HP My Display TouchSmart OSD from your computer, please follow the manual instructions below or use an automatic uninstaller product.
Click the Windows Start Button. In Windows 8, look for Control Panel.
Click Control Panel.
Click Uninstall a program.
Look for HP My Display TouchSmart OSD or HP My Display TouchSmart Edition in the list of available programs.
Click Uninstall.
Alternatively, I would suggest here is to go ahead and update the Bios, Chipset and graphics card drivers on your PC from our HP support website, using this link or you can download it using HP support Assistant.
To download and install HP support assistant on your PC. It should automatically download and install the latest updates and drivers for your PC.
Refer this link to know how to use HP support assistant.

Hello Jeet,
Thank you for your reply. I downloaded the HP Support Assistant and verified I had all the latest HP updates. The problem I am reporting (i.e. OSDManager hogs the CPU) happens infrequently and randomly, and from what I can see mainly at startup. The next time this happens I will bring up HP Support Assistant and run Troubleshooting or System checkup.

It's great to have you back and your patience is greatly appreciated.
After reviewing your post thoroughly, I see that you have tried to update the drivers and still seems to have the issue.
In this scenario, I would suggest here is to run an extensive system test on the computer from F2(PLease remember to capture the failure ID for further assistance).
Depending on the test results, If the test fails then this would clearly indicate a possible hardware failure with the PC.
If the test passes, then the next step would be to perform a system reset on the PC - HP PCs - Resetting Your Computer (Windows 10)
