I shutdown pc and unpluged. I Remove power cable and 6pin plug to graphics card, I Remove the graphics card to remove any dust under it. Hardly any, so I reinstall graphics card, power up pc and after a few seconds it shuts down and then restart, no beeps, no display. Everything else seems to be working fine. I also noticed the fan is not working on the graphics card. The graphics card is a Radeon 5300 TX  with 1 fan.

I understand that your HP OMEN 25L Gaming Desktop is not working correctly. If you have already performed the steps from the document HP PCs - Computer does not start (Windows 10) : https://support.hp.com/in-en/document/c01997899  No Power or no Boot and the issue persists, it could be a hardware failure. Please reach out to HP Support in your region regarding the service options for your computer. HP Support can be reached by clicking on the following link: https://www.hp.com/us-en/contact-hp/ww-phone-assist.html
