HDMI Out - does that equal HDMI ARC support for connecting eg a sound bar ?

Don’t worry, I assure you I will try my best to get this sorted.

 

In order that I may provide you with an accurate solution, I will need a few more details.

  • What is the exact model for your computer?
  • What is the operating system you are using?

While you respond to that, I would like to inform you that you cannot connect a sound bar to the HDMI out port. HDMI out and HDMI ARC are different ports and used for different purpose. You can connect output devices to HDMI out port like a Monitor or TV. HDMI in ARC port is supposed to let you have one connection between your TV and whatever you use to create sound: a receiver or a soundbar. You send video to the TV with an HDMI cable, and that same HDMI cable sends audio from the TV back down the same cable. No extra cables needed (i.e. an optical cable).
