My graphics card is a rtx 2080 ti. My monitor is a Samsung LCD tv. Recommended settings are 1920x1080 at 60 hz. However when I try to run this setting I get resolution mismatch change device resolution message and the screen starts blinking on and off. I have to have it set at 1280x1024 just to be able to use it. All drivers have been updated.

I have similar system but 2K LG TV and can run both 1080p and 1080i at 60 with --
-default color
-32-bit
-8 bpc
-rgb
-limited
I had trouble with both my HDMI cable and the HDMI switch and had to replace both. What is strange is I upgraded from GTX-1060 which had no problem to RTX-2080 Super that liked neither the switch nor the cable.
What model Samsung tv?
Try several short cable direct to TV.
