Did you try rolling back the camera driver?
It could be the camera driver or the USB driver if the camera is connected to the USB .
In the pictures below you would select the camera driver and then look for 'rollback'
If camera driver is the problem
If the problem is the wrong USB driver for the camera
If you cannot rollback the driver then try to find the best one or let windows try. One way is to just uninstall the camera and reboot as described in this official HP document..
The below post, unfortunately, is complicated but is useful if there there is no camera drivers at the HP website to download.

My Device Manager list doesn't even show the camera. So, I can't find the info about the driver. This is a built-in camera that came with the computer. I haven't done anything to it. That would be beyond my skills. For a while it was glitchy and I was able to fix it. Then it just completely stopped.

Bring up the device manager and select the "show hidden device options"
see if you can find the name of the camera so it can be looked up.
The best I can come up with is Volfoni from looking in a parts list and I cannot find drivers.
==that was name of system, not camera
If you find a hidden camera device, what is its "device instance path" ?
[edit] I am guesssing is is made by realtek and might be in the audio driver

Lets try a couple of other things first
1 - enter "camera" in the windows search box. An error message may appear. If so, click "Get Help"
2 - Look at the keyboard function keys for a camera icon such as
if you see anything like that the press it and see if the camera starts working. It could also be a physical device such as a switch or a cover that closes over the lens. I do not have your AIO so am guessing.
3 - Try a repair of windows system files. From the administrator command command prompt enter as explained below
sfc /scannow |
How to use SFC or DISM to repair Windows
just do the SFC. If you see a message that corrupted files were fixed then reboot. The only time to do the DISM is if the SFC reports it found problems but cannot repair it.

Thank you so much for your help on this. I'm under deadline so I don't have much time to work on this. So far, I've tried your first suggestion and went down that rabbit hole. Nothing worked. I don't have a keyboard privacy function. I'll try to work on your #3 suggestion this weekend. I think I might just have to call in tech support. Should I go through HP or Windows? Where do you think the problem is most likely to be?

Microsoft may request you do the SFC /scannow
It does not take that long just be sure to run as administrator when entering "cmd" into the windows run box
Your cameras are listed and are not missing from the device manager. If there is a red or yellow icon then windows knows there is a problem. All I see is that they are not connected.
You have an On Screen Display (OSD) press the button to bring up the menu and look for camera on / off I saw the button mentioned in the parts locator.
Does your AIO have a camera that has to be physical lifted or slid up out of the top edge of the monitor. Some AIO do and the cable can disconnect if it was loose to start with. There is a camera holder assembly shown in the parts locator but it does not look like it slides up to be used.

You may be asked to use a windows restore point to try to restore your computer to the last time you remember the camera working. I have read where Reps have suggested a factory restore which I do not recommend at all.
If you need a camera for a zoom or a critical "team" meeting you may be better off picking up an inexpensive combo usb webcam/mic/sound that attaches to the top of the monitor. They will not give you windows "hello" login and are only good for zoom/meet.
