@Brandon87 -- first, when running your game, use CTRL-ALT-DELETE to open the Windows "Task Manager".

Switch to its "Performance" tab.

You will see graphs for CPU, RAM, and disk-drive.

Is the CPU running at/near 100% ? If so, then a CPU upgrade might help.

Is more than 60% of the RAM being used? If not, then buying more RAM is a waste of your money.

Is your disk-drive a "spinning" disk-drive, or a much-faster SSD (Solid State Device) ? Upgrading to a SSD will help the speed of the input/output. Is the disk-drive showing as very "busy", and transferring many Megabytes per second?

Hello @Brandon87
say exactly what you want, what is your budget ...
You want to buy cheap.
But you have to make a choice, if you replace several elements, but you do not pay the price, precisely, you will have used equipment, and or of poor quality, or not very efficient.
You want a graphics card, the bare minimum is low end graphics card, poor performance, less than $ 100, you will not be able to play powerful games
400w power supply ?? , may be insufficient, if you change for a powerful model of graphics card

There is an error here, HP Pavilion Gaming Desktop 690-0073w Product Specifications

it is mentioned

Intel® Core™ i5-9400F
is it ok for the rest of the components , or it' s a computer that has been stripped and sold second hand?
