When I plug my ACER external monitor to the HDMI port on my Pavillion laptop, the mouse pad on the laptop does not work. All I get is a spinning blue circle and the 'not responding' message. I do not have a problem when I connect the monitor to my work DELL laptop.

Your monitor is a "plug-and-play" device.
When connecting this device, Windows must search through the "C:\Windows\INF" directory, to match the unique-ID to its database of "known" plug-and-play devices. If there is no match, Windows will use your Internet connection to download the necessary details from Microsoft. So, it could be that searching that folder, and/or connecting to Microsoft, can take more than a few seconds. So, maybe you are just too impatient ???
