I want to Upgrade Graphics card from NVIDIA GeForce GTX 460 10.18.13.5382 to NVIDIA Quadro K620 2GB Graphics Card
Low Profile bracket
DP to DVI-D adapter

It will fit.
You don't need to use a low profile bracket.
The original graphics card had a full size double wide slot bracket.

The original graphics card had a full size double wide slot bracket.

The Nvidia Quadro k620 is a single slot video card. It will fit, but there will be an opening at the rear of your PC which was not there before.
The GTX 460 is a double slot card which makes it the same size as the original video card in your PC. It actually takes up two slot spaces.

this HP Pavilion Elite HPE-599uk motherboard accept NVIDIA Quadro K620 2GB Graphics Card.?

I hate to bear bad news, but your motherboard's BIOS will only accept video cards that have a legacy vBIOS, not UEFI vBIOS.
If the card you are trying to use has a UEFI vBIOS, then it will not work in your HP Elite Desktop PC.
