I've got an hp pavilion 1170 uk desktop http://support.hp.com/gb-en/document/c03023321

 

the black cable from the wintv card became detached from the motherboard. It's a 4 pin connector. I cannot for the life of me see where it connects to the board.

 

can anyone help?

Yes.  That looks to be a USB header connector.  Looking at the support page from your link and then the motherboard page - the USB headers are along the bottom of the motherboard and labeled F_USB1, F_USB2, or F_USB3.  The "solid" part of the plug goes over the empty pin location to align the other four pins to the correct location.

The support page for that device on the Spec page for the PC says that device is USB connected.  That would lead me to believe the plug in question should connect to one of the USB motherboard header terminals along the lower edge of the motherboard.  Posting a picture of the connector would help.
