Did you check if the resolution is too high for the monitor? did you try reducing the resolution and check if it works?
Does it work with an alternate monitor?
While you respond to that, here's what you need to do:
Messages display on the monitor when the computer starts, shuts down, or enters suspend mode. Some messages that can display are:
- Going to Sleep
- No input signal
- No signal detected
- Signal Out of Range
- Sync Out of Range
- Cable disconnected
- Check cable connection
- Warning-PC entering power save mode
... or similar.
These messages are normal when the computer truly goes into sleep mode or loses the video signal (such as when the computer is turned off). However, if the monitor displays any of these messages when the computer should be displaying video, something is wrong.
If you suspect the monitor should be displaying an image from the PC instead of the message, use one of the following sections that match how the monitor behaves after the computer is powered on:
Windows opens, but after a while the monitor displays the message
Startup screens display, but the message opens before the Windows desktop opens

I have the same problem with my new HP ENVY Desktop 795-0xxx which cam with an Nvidia GeForce GTX 1070 card and a HP 23er monitor. This card does not wake up from sleep such as on initial boot or after display timeout. The workaround is to remove the HMDI cable from the back of the PC and plug it back in again. I tried the DVD card output with an appropriate adapter and had the same results. I also set my power and sleep settings (WIN 10 Pro) to never let the screen or computer sleep and it works fine until the next boot up. I do turn it off ever night so every day I have to pull and reinsert the HDMI cable,
I have had no luck in troubleshooting this futrher other than to go to the HP web site for my PC and download the original Nvidia drivers, install them and then let HP Support Assistant to perform a final update. Currently I am running Nvidia version 417.35 (HP version) while the latest drivers are version 430.39 which I have not tried though I did install version 425.31 which didn't help and I had to drop back to the version supplied by HP with the computer as I was concerned with potential compatability issues.

My problem is solved. I replaced the HP provided DVD monitor cable with one of my own and everything now works fine. It the above post I made reference to a "DVD card output" when I should have referred to a "DVI card output."
