27vc monitor does not detect vga input. HDMI input works fine, but would like to use the VGA cable instead.

Welcome to the HP Forums
I would like to take a moment and thank you for using this forum, it is a great place to find answers.
As I understand the monitor doesn't detect VGA input,
Don't worry as I have a few steps that should help:
Could you feed my curiosity and let me know if you've already checked with an alternate VGA cable to check if that works?
Also, you could attempt a connection to an alternate monitor to identify the issue.
Please revert back with the product number as well, since you've entered Vivo and I'm not sure what you are referring to!
The above steps should help us identify the cause of the failure before we can continue troubleshooting (if need be).
If I have helped you resolve the issue, feel free to give me a virtual high-five by clicking the 'Thumbs Up' icon below,
Followed by clicking on "Accept as solution" from the drop-down menu on the upper right corner,
Thank you for posting in the HP Support Forum. Have a great day!

Thanks for the assist.
turns out the monitor and vga cable are not at fault, since both work using another PC.
problem was, my new PC has a video card with an HDMI output. The vga output is a 'dead' link since the graphics are handled by the card, an NVidia GEForce 950x, which doesn't have a vga output.
