the taskbar sits at the bottom of the screen half hidden

what can I do...thanks

Click and hold an empty area of the taskbar, then drag it to your preferred edge (bottom, top, left, or right). Release to snap it into place; it should fully appear without hiding. 

Or

Right-click the taskbar > Taskbar settings. Scroll to Taskbar location on screen and select Bottom (or another position) from the dropdown. This works on Windows 10/11, including HP systems.
After repositioning, right-click the taskbar and recheck Lock the taskbar to prevent accidental moves.
