I have a 2nd Dell monitor that I'm using an HDMI/USB cable and my computer isn't detecting the it. What do I need to do? Help.

I reviewed your post and I understand that you are facing issues connecting an external monitor to the computer.
Don’t worry, I assure you I will try my best to get this sorted.
I recommend you try using a different USB to HDMI adapter (Don’t use converters) and check if it helps.
I would like to inform you that HP doesn’t recommend using adapters or converters to connect an external monitor as it is not a reliable way to connect the monitor.
