I don't see an video out port in this model (CQ1 1310-IN). Is there any way to connect a ViewSonic display to this computer? Will USB-video cable work?

Most likely a device similar to this will give you the ability to drive a second monitor, no matter the PC.

In looking at the PC specs, I found you are correct in that the PC does not have USB 3.0 ports, however, those devices are usually backward compatible for the USB 2.0 ports. Since that is not a conventional PC but an AIO, There is not a slot for adding a USB 3.0 card unless you can find one that will work in a PCI Express x1 mini card socket.
As for the HDMI, I gave you an option for that - the USB adapter. But if you really bought the " I have ordered an USB 2.0 - VGA adapter" then no. That one would only give you a VGA output
