I want know how much current is delivered by USB 2.0 Type-A (HP Sleep and Charge) of my laptop HP ec-1025ax. Is it safe to charge smartphone from this port?

Yes, it is safe to charge your smartphone.
You will get only 5 volts of supply in USB 2.0 Type-A.
