Access to Microsoft account denied by Microsoft windows 11

Access to Microsoft account denied because of password issues. Need to add cell phone number in order to accept text messages as currently on land line phone number which does not have a texting feature. Microsoft no longer allow phone access to help.

Dealers and repair shops cannot fix this either.

Can anyone help?

In that case it is not permitted to post instructions about locked password, bios password, windows password cause security measures.
