After Microsoft updates Bluetooth function stopped and visibility in Device Manager became hidden. Unhiding view in Device Manager revealed Bluetooth Device (Ralink Bluetooth PCIe Adapter) but in a problem state. Uninstalling the adapter then restarting the PC did not solve the problem.

You should have rolled back the driver instead of uninstalling it.
See if it is still possible to roll it back. if it is grayed out like mine then it is too late
In that case please supply your product ID so the latest driver can be found
or pick one of these and lookup the driver
