Operating System: Microsoft Windows 10 (64-bit)

I recently bought a HP Tile Pen off Amazon with intentions of using it for my art. I know my pen has connected to my laptop as I am able to create short cuts like taking a screenshot and opening up notes however its not working on my screen. I've tried following tutorials however they all take me to 'Windows Ink Workspace' however when I go to find that in my setting all that reads is 'Learn about Windows Ink' (however I'm unsure if this does effect it at all) can anyone please help me figure out how to actually get the pen working with the screen? Because I need to know if I should get a refund or not. Many thanks 🙂
