Hi:
The latest fingerprint driver from your notebook's support page should work.
For the webcam, the only suggestion I can offer would be to try the W10 universal webcam driver from the newer Probook 4540s.

If the wifi and bluetooth aren't working, then there is nothing you can do but to go back to running a supported operating system.

Are there any unknown devices showing up in the device manager?
One of those would probably be the fingerprint sensor needing a driver.
If there are no unknown devices showing up in the device manager, there must be some kind of hardware problem with the sensor.

Please post the hardware ID for the unknown device, so I can figure out what driver it needs.

Hi:
That is the fingerprint sensor that needs a driver.
Here is the driver...

If the auto install method doesn't work, try manually installing the driver as follows...
Go to the device manager. Click on the Unknown USB\VID_138A&PID_003C needing the driver.
Click on the driver tab. Click on Update Driver.
Select the Browse my computer for driver software option, and browse to the driver folder that was created when you ran the file.
That folder will be located in C:\SWSetup\sp59624
Make sure the Include Subfolders box is checked and the driver should install.
Then restart the PC.
If you want to use the fingerprint sensor to log into Windows, then install this W10 security manager software...
HP Client Security Manager provides enhanced Windows login and website single-sign-on capabilities. Security Manager is also the host for HP Client Security plugins, and therefore should be installed before other Client Security modules. This package is provided for supported models running a supported operating system.

Yes, if you upgrade back to W8.1 or W10, you will most likely need to reinstall those drivers, and since your notebook is not supported for W10, some of the devices that are working now, may not work on W10.
Everything should work since I see W8.1 drivers listed on the support page, but you will probably have to reinstall some of the drivers.
