Im running a minecraft server on my Prodesk 600 G4, and it is having this issue. Sometimes when someone teleports it will disconnect the computer from the internet. On the device manager it's saying that the ethernet is connected but there's no traffic. The server doesn't crash or anything, it's just the computer that disconnects. I tried asking for Intel to help but when they ran out of possible solutions they recommended i come here.
Below are some images of the issues I've found so far that might cause it

Disconnect from internet but no errors in device manager is symptom of driver or modem problem
I assume you have the tower versions of the 600 g4
A bios release came out last month and the "fixes" listed Realtek which I suspect is your network
https://support.hp.com/us-en/drivers/selfservice/hp-prodesk-600-g4-microtower-pc/21341167
Network drivers are listed both for Realtek and Intel so it is not clear which network card or adapter your system came with
What is your product id?

Since you have windows 10 make sure you have the win 10 bios dated Aug 15, 2022
https://support.hp.com/us-en/drivers/selfservice/hp-prodesk-600-g4-microtower-pc/21341167 (select win10 )
Please look in the device manager and see if you have the intel wifi or the realtek wifi
If intel use driver https://ftp.hp.com/pub/softpaq/sp138501-139000/sp138639.exe (Mar 2022)
if Realtek use driver https://ftp.hp.com/pub/softpaq/sp140001-140500/sp140207.exe (july 2022)
Please update the WiFi even if your server is using hard wired ethernet
The hard wired ethernet drivers are intel "nic" https://ftp.hp.com/pub/softpaq/sp140501-141000/sp140671.exe (jun 2022)

Try the following at the device manager's hardwired ethernet adapter
Power management - do not let system power it off
Device properties: disable energy efficient ethernet
if the above does not help try the following. Note that Offload enabled means the NIC handles the task, not the CPU. Some chip designs cannot keep up with the workload and your modern CPU may do a better job.
Try disabling the Checksum offload first then the other offloads
You can try enabling or disabling the jumbo frame. Normally it should be off
Shutting off the wake on line or wake on pattern match can reduce the burden of work for the NIC
You can look at your modem for broadband errors
Try some speed tests to see if improvements above make a difference
https://www.turnkeyinternet.net/speed-test
and you can use https://www.speedtest.net/
Even if not using Wi-Fi you should check for problem as degraded Wi-Fi indicts a modem problem.
You should be using cat6 cabling for your Minecraft server.

Try drivers from Intel for the i219-LM device
Use the non-pro drivers, I am guessing the pro are for enterprise distribution and do not apply to you but this is a gues
Your upload speed is important when running a server. What did those speed tests show and how did they compare to the following requirements
https://minecraft.fandom.com/wiki/Server/Requirements/Dedicated
Rather than replace HDD with SDD you might try a disk cache software. Primo is free for a month and I used it on an Areas51 and on a Z400. You will still have to add an MVMe SDD in one of the m.2 slots or specify that Primo use part of the existing m.2 SDD to speed up the HDD
https://www.romexsoftware.com/en-us/primo-cache/index.html
My kids ran a red faction server for a while but other players notice they had no lag and and stopped using their server.
